Meet Carter Hull, the IRS Lawyer Who Oversaw the Targeting of Tea Party Groups

A Washington IRS attorney named Carter Hull closely oversaw the targeting of conservative nonprofit groups and suggested questions that IRS employees could ask of conservative and Tea Party groups applying for tax-exempt nonprofit status, according to interviews that two IRS employees gave with congressional investigators.

“I was essentially a front person, because I had no autonomy or no authority to act on applications without Carter Hull’s influence or input,” said Elizabeth Hofacre, an employee of the Cincinnati IRS office, according to a new report in the Wall Street Journal.Hofacre’s office, which oversaw tax-exempt applications, reportedly requested help from the agency’s Exempt Organizations Technical unit in Washington, D.C. in 2010 to

…… at least five different IRS offices in Cincinnati, Ohio; Baltimore, Maryland; Chicago, Illinois; Laguna Niguel and El Monte, California; improperly demanded extensive information from conservative groups applying for tax-exempt nonprofit status between 2010 and 2012. The IRS demanded copies of training materials distributed by conservative groups, as well as personal information on college interns and even the contents of a religious group’s prayers.

After being outed, he conveniently retired.

He should be subpoenaed for the next Congressional hearing on the IRS scandal.

    From all I can tell – this guy was just doing his job examining tax exempt applications that may have been more readily accepted if they had applied under IRC 527 instead. The correspondence published on the daily caller web site shows factual scrutiny of the activities – not strategic delays based on any categorical assignment of prejudicial characteristics. This guy was a lifer at IRS who was not likely to be swayed by the politics of the current administration.

    Mr. Hull, if you are found guilty, you will have personally shamed an entire agency. You will have violated the oath of public office you took when you were hired into Federal service. You will have caused the doubt that exists about the motives and performance of every Federal employee. You will be remembered in the worst possible way. This is possibly your legacy. The only way out for you is to voluntarily testify at the Congressional hearings right now. Otherwise you live with your immoral self forever. It will eat you from inside. You grandchildren will learn about you in textbooks. How does that feel?

    Retiring; Mr. Hull ? That’s not a get- out- of- jail -card. To be perfectly forthright you appear to be in violation of the constitution and abusing your power as an IRS attorney. Logic would dictate that there is a food chain beyond your escapades. as the investigation turns into a special prosecutor you may find that the friends you thought you had that protected you, have, themselves, run for the bunkers and don’t want to know you, any longer. See, that’s the way this works in DC.

    As the inquiry goes upward and into the cracks and crevices of who is involved, more than likely you are going to be indicted in front of a GJ, eventually. Even before you get there Mr Hull; you are going to have many sleepless nights with gut wrenching stress that will make you wonder if your ideology and possible criminality was worth your life.
